Kirk Coolbeth: Theoretically no if the boat doesn't stop in any foreign ports (Canada), but since it does travel through Canadian (foreign) waters, customs officers will not know if the boat stopped in port or not so they could ask to see passports when the boat docks. I would ask the captain of the fishing boat about what you need.
Bud Espenshade: As long as you don't stop in Canada, not really. I'd get one anyway though.
